Why was Joe Biden allowed to indoctrinate school children???

Funny thing that I wasn't even allowed in the door at my high school, when I was back in my hometown, for the first time in 25 years in '09!!! Yet, Joe Biden is allowed into any elementary school he wants, to indoctrinate 9 year olds!!! I guess he wanted to speak to like-minded individuals!!!
